Private telecommunications provider to a primary U.S. residential and commercial customer base. Offers voice, data, wireless, Internet, SIP, mobile marketing, and carrier services to carriers, resellers, agents, and affinity groups.

Principal Engineer: Positioned in a new role, created by Vice President, for voice/data network planning and management (including optimization, operations, and maintenance) and as chief technology strategist leading the research and development of new technologies, products, and services. Enable ongoing business growth through product development and refinement as key technical contributor to SIP trunking, VoIP, WiFi Hotspot, Mero WiFi/WiMax, and bundled service products. Provide additional business management contributions, including contributions to the structure of interconnection agreements and audits. Serve as telecommunications subject matter expert in communications and support of customers and employees.

 

§    Ensured business sustainability as primary driver in a profit-improvement initiative. Led vendor rationalization and replacement of underlying carriers (ULC) that mitigated $1.17 million of a $1.2 million monthly cost increase from original vendor's offerings.

§    Served a key contributor to project replacing aging switch with Metaswitch and the subsequent updating of all IT systems in support of switch migration. Initiated and accomplished rewriting of CDR for Telcordia/Bellcore BAF formatting, emerging as BAF CDR subject matter expert.

§    Reduced losses from a multimillion-dollar lawsuit by 60% through technical support of the Legal Department.

Williams Communications / WilTel, Tulsa, Oklahoma              1999 – 2005

Voice, data, Internet, and video services subsidiary of The Williams Companies, Inc. (sold to Lucadia, Inc.). Leading long-distance carrier and pioneer of advanced data services with facilities serving 50 top market segments in 1999 (with planned market expansion) through a new 32,000-mile network.

Senior Traffic Engineer: Recruited for newly-created position contributing to build and administration of the company's first long distance (IXC) network. Guided infrastructure development and ongoing traffic optimization for network growth from 0 to 4.2 billion monthly minutes. Developed strategy for the inventory of physical circuits. Defined IT requirements and designed tools for network billing, traffic monitoring, trunk management, routing, operational measurement, and LERG data server capabilities. Interpreted Nortel DMS 250 CDRs for retail/wholesale billing, in development of the company's call mediation/rating infrastructure. Performed CABS billing reconciliation and margin analyses.  

 

§    Developed a routing program (Microsoft Access, Visual Basic) that avoided $500,000 initial expense and annual software maintenance fees of commercially available programs with reduced functionality. Delivered NPA-NXX routing capabilities by the design (completed within weeks) of a "temporary" program that remained in service for more than 5 years, during development of a less functional system.

§    Avoided access costs of $10 million per month through the design and execution of direct end-office trunking (DEOT) optimization programs managing more than 3,000 end-office trunks.

§    Enabled toll-free provisioning in hours versus 5 days through establishment of Feature Groups D for every LEC access tandem covering Hawaii, Puerto Rico, U.S. Virgin Islands, Guam, and the 48 contiguous states. Specified all tandem locations, connection order requirements, and long haul facility requirements. Identified and negotiated agreements with vendors supporting CIC-based TF routing for Alaska and Canada.

§    Generated 500 million monthly minutes of new business as co-developer of new VoIP termination product capturing business with VoIP providers.

§    Championed the design and deployment of a switch and circuit inventory management system within the first week of employment, and managed it, as business owner. System capabilities validated implementation by the acquiring company (Level 3) in 2005 and included central database system that tracked and fed all DMS trunk groups, trunk member, SS7 routeset management, and SS7 TCIC member management to all company systems.

§    Expedited processing of local exchange routing guide (LERG) changes from a monthly cycle time to within one business day. Led development and execution of a local exchange routing guide (LERG) server designated as the official source of all billing, CABS reconciliation, and traffic management systems.

§    Managed launch/post-launch support of SBC long distance traffic, a contract valued at $20 million+ per month.

Senior Engineer - Network Planning, Worldcom Network Services (1993-1998): Tapped to resolve ongoing technical, customer, and operational profitability issues affecting the long distance network. Led development team in the design and implementation of automated routing tools to eliminate misrouted calls, in partnership with IT. Delivered $2 million in monthly savings through application of jurisdictional routing to earn stock option award.

 

Network Consultant / Owner, HCOM Consulting (1992-1993): Established telecommunications consultancy, developing and serving businesses as technical strategist and project manager. Developed interconnection plan for one of the first 1.9 GHZ cellular networks, for Pioneer PCS, and contributed to interconnection plans for multiple other U.S. and international networks.
